About the Board
The Board of Library Commissioners consists of seven members appointed by the Mayor and
confirmed by the City Council. Each member serves a two-year term. The Board is responsible for considering all
policy matters regarding the development and operation of the City's Library system and serves in an advisory
capacity to the Mayor and City Council. Each member serves until reappointment or until a successor is appointed.

Board Members, Brief Biographies
- Katie Sullivan, Chair
A Scripps Ranch resident, Ms. Sullivan was president of the Friends of the San Diego Public Library and
previously served as the organization’s vice president. In 2000, she was recognized as volunteer of the
year by the City of San Diego Public Library. Ms. Sullivan was also president of the Scripps Miramar Ranch Branch
Friends of the Library. She holds a bachelor’s degree and a teaching credential from Illinois State
University.
- Mel Katz
Mr. Katz is the co-owner and executive officer of Manpower Temporary Services. He serves on
the board for the Greater San Diego Chamber of Commerce and the San Diego Urban League. A San Diego
Rotarian since 1978, he served on the San Diego Convention Center Corporation Board of Directors, and
currently is a member of the San Diego Convention and Visitors Bureau. Mr. Katz earned a
bachelor’s degree in marketing and business administration from the University of Nevada. He
lives in Del Mar.
- Susan Atkins
Ms. Atkins founded Atkins + Associates in the late 1990s and sold the company to Porter Novelli Life
Sciences, where she is currently chair and senior counselor. She has been a leader in the biotechnology
industry for more than 20 years, since she was director of communications for Genentech and launched
biotechnology's first product. She served as a corporate officer and vice president of communications for
Ligand Pharmaceuticals and Rorer Group, and as group vice president of Ketchum Public Relations. Ms. Atkins
founded Middle Earth Day Care Center and was a member of LEAD Tulsa and LEAD San Diego. She was also involved in
a citywide literacy program in Philadelphia. She is presently a member of the executive committee of the Biocom
Board of Directors and is active in the international Biotechnology Industry Organization. Ms. Atkins holds a
B.A. in journalism and an M.A. in mass communications from the University of Oklahoma, and an MBA from Pepperdine
University. She is a resident of Point Loma.
- Matthew Hervey
Mr. Hervey is fund advisor for the San Diego Foundation, Hervey Family Fund. He was instrumental in the planning for the
Point Loma
and Skyline Hills branch libraries. Mr. Hervey holds a bachelor’s degree in
economics from the University of California, Berkeley and a law degree from the University of California, Hastings College of
Law. He lives in Point Loma.
- Judy McCarty
Ms. McCarty was a City Councilmember who represented District 7 for 15 years. She was a delegate to the
White House Conference on Library and Information Systems and the Restructuring of California Public Libraries
Joint Task Force. Ms. McCarty also chaired the San Diego County Regional Library Authority and founded Citizens
in Action for Local Libraries. She was recognized by the California Association of Library Trustees and
Commissioners for outstanding support and promotion of public libraries in November 1997.
- Salvatore Giametta
Sal Giametta is Vice President of Public Affairs & Communications for the San Diego Convention & Visitors Bureau (ConVis). As such, Mr.Giametta is primarily responsible for the Bureau's activities in the areas of government relations and local media relations. He also serves as the organization's liaison to local civic, business and community groups. Before joining ConVis in December of 1992, Mr.Giametta served as a top aide in the Mayor's office. Mr. Giametta currently serves on the boards of the Downtown San Diego Partnership, Little Italy Association, San Diego Workforce Partnership, San Diego Film Commission, and San Diego Library Commission. Past board service has included the San Diego Press Club and Cabrillo National Monument Foundation.
The 2004 recipient of the San Diego Press Club's Andy Mace Award for outstanding contributions in the field of public relations, Mr. Giametta is a San Diego native and a graduate of San Diego State University where he double-majored in Journalism and Political Science.
Board Meetings
Board of Library Commission meetings are held on the first Wednesday of each month at 9 a.m. in the Commission
Room, located on the third floor of the Central Library. The
Board may alter the meeting dates and the place of meeting as needed. Agendas and Board meetings are listed in
our Calendar of Events.
