Independent Rates Oversight Committee (IROC)

Image of IROC The Independent Rates Oversight Committee (IROC) serves as an official advisory body to the Mayor and City Council on policy issues relating to the oversight of the City of San Diego’s public utilities department operations including, but not limited to, resource management, planned expenditures, service delivery methods, public awareness and outreach efforts, high quality and affordable utility services provided by the public utilities departments, including Water and Metropolitan Wastewater Departments. In addition, the IROC is established to assist the City in tracking and reviewing the use of rate proceeds to advance the capital improvements related to rate packages and work programs adopted by the City Council. It is the vision of the IROC that a high level of public confidence in the City of San Diego’s utility services is maintained with services provided in the most cost effective way.

Metro Commission / Joint Powers Authority (JPA)

Along with providing wastewater collection services within the City of San Diego, the Metropolitan Wastewater Department treats the wastewater from 15 other cities and sanitation districts, whose influent accounts for 32 percent of the wastewater flow generated. The Metro Commission is composed of representatives from each of the Participating Agencies and serves as an advisory body to the City Council on the operation of the Metropolitan Sewerage System.

In 1998, the City signed an agreement with these Participating Agencies wherein these agencies would pay their full share of costs for wastewater treatment and disposal for the next 50 years. The Participating Agencies are the Cities of Chula Vista, Coronado, Del Mar, El Cajon, Imperial Beach, La Mesa, National City, Poway, the Lemon Grove Sanitation District, the Otay Water District, The Padre Dam Municipal Water District, the County of San Diego (including Lakeside/Alpine Sanitation District, Spring Valley Sanitation District, Winter Gardens Sewer Maintenance District and East Otay Sewer Maintenance District).
